FAIR plan by state

A FAIR plan is a state residual market for people who cannot buy property insurance in the regular market. It is not a reward for shopping. The table below is every state and the District of Columbia, using the plan note on each state page.

What the NAIC means by a FAIR plan

The NAIC describes FAIR plans as a residual mechanism for property owners who cannot find coverage in the regular market. Coverage is often more limited than a standard homeowners policy. Beach and wind pools are related but not the same thing as the FAIR plan. [28]

Triple-I republishes a Property Insurance Plans Service Office table of habitational policies for fiscal year 2024. A state missing from that table is not proof that no residual market exists. Where this site has not read the plan’s own page, the row says needs verification. [22]

Florida’s residual market is Citizens, not a FAIR plan of the older coastal model. On 4 March 2026 Citizens said regulators approved an average 8.8% multiperil decrease and an average 5.5% wind-only decrease. Citizens put its policy count at 336,000. An older PIPSO count is a different snapshot. [24][22]

Questions people type

Is a FAIR plan cheaper than the policy I just lost?

Not by rule. Residual markets exist because the regular market declined the risk. Compare the perils and the deductible, not only the premium. [28]

What if my state says needs verification?

Needs verificationThe fiscal-year 2024 table did not settle the plan’s name or perils, and this review did not read a current plan page. Use the insurance department link on the state page. [22][27]
